What can I do to get the dog back since she refuses to pay?

People who believe they are owed money can sue to try to get compensated. Please note California’s law which states, in part: “…a contract entered into on or after January 1, 2018, to transfer ownership of a dog or cat in which ownership is contingent upon the making of payments over a period of time subsequent to the transfer of possession of the dog or cat is void as against public policy.” Several states have similar laws. The purpose of these laws is to prevent repossession of animals for failure to pay. Animals are sentient beings and should not be treated as inanimate objuects (like cars which are sometimes repossessed when payment is not made on time).
