A friend of mine fosters rescue dogs and the last one she received she wasn’t going to keep. I wanted her so much that I filled out adoption form. Now this friend is keeping her. Is that legal for the rescue organization to just let the foster family have the dog without considering all the adopters??

Answer

Some rescues have provisions in their foster care agreements giving foster care “parents” preference in adopting a fostered animal. Even without such a provision, rescues have discretion on the placement of their animals. There are so many wonderful animals waiting for a loving forever home. Good luck in finding a new addition to your family.
