As the primary owner of my 2 dogs, do I have the right to remove the secondary owner without consent?

Answer

That would depend on the policies of the entities where the animal is registered. However, even if a “secondary owner” is removed from records without consent he/she may still have rights to the animal. If there is a pet custody dispute, the court will consider the totality of the evidence to determine rights to the animal.
